President Obama's Jerusalem speech – A speech we can work with




I have to admit, I had my concerns prior to President Barak Obama speech of March 23rd 2013 in Jerusalem. Ben Rhods interview to the Israeli press was really frightening; even now I shiver slightly when I think of it. But after listening and reading President Obamabrilliantly planed speech, I am allowing myself a wider degree of optimism. The reason is simple, President Obama did everything he could to encourage the possibility of peace. And that puts the peace process in a far better place.

When it comes to advancing a peace process first thing, create a desirable image of peace. Describing Israel's success in the civilian eras of agriculture and high-tech, with the opportunities for social and economic prosperity, serve that purpose. Second, acknowledge the risks involved, it adds credibility, making the idea of peace look less like a dream and more down – to – earth; especially when acknowledging that there are threats to peace at the other side. Threats such as: terrorism, hatred produced by years of propaganda and incitement, and the very idea of rejecting Israel's right to exist as a Jewish state.

"Israel cannot be expected to negotiate with anyone who is dedicated to its destruction." A line of truth aimed at non-other than the hard core left. For years Israelis have been hearing "you don't make peace with your friends, you make peace with your enemies." Israel implemented that logic with the Mubarak regime. For a while it worked. Egypt wanted the Sinai back and that was more important to them than the objection to Israel's existence. But the objection remind, manifesting in the form of incitement encouraged by the Mubarak regime and by opposition forces. As a result, all segments of Egyptian society are now hostile to Israel. And that is undermining the peace treaty. Today, minimal diplomatic exchangesare viewed as scandalous. There is a very simple universal truth behind this situation. Problems do not go away just because we ignore them. For decades critics of the settlements policy did just that. Constantly ignoring the incitement against Israel's right to exist; incitement that prevails throughout the Arab world, and does not stop with Israel. As a result they lost their credibility in the eyes of the Israeli public, and rightfully so.

Third step: security, security, security. Security means that the lives of each and every member of the audience and every Israeli out there are important.

But before all of that President Obama had to create a platform of trust in order to connect between him and the Israeli public. Reaffirming Israel's history, identity, connection to the land and the right of the Jews for self-determination, all did that. Humor and charisma helped too, a lot. To the annalists this trust is about getting the Israeli public to pressure the Israeli leadership. But trust is required for something far more important than this myopia. Trust is what keeps a peace process moving. Getting the leaders to act is only secondary to creating a trust between Israelis and Palestinians. The media, not surprisingly, ignored that, Obama did not, and that is for his credit. The story about Palestinian youth that want to get a lone just like Israelis do meant to do just that. Give Israelis a human face of the enemy. Was it naive as the right wing claim? Absolutely! One does not have to be a right wing to know that. Yet, it is essential, because peace is about getting each side to see the other as human beings! Whatever our political convictions may be, only those of us that are trying to find humanity in the other side want peace.

What was lost by all the annalists and commentators, left and right, is that all the merits of Israel listed by the president simply describe Jews as human being. As people that all they want is "the ability to make their own decisions and to get an education, get a good job; to worship God in their own way; to get married; to raise a family." And like all nations have the right for self-determination.

Not surprisingly a single voice of outrage came from the Arab world. As far as that outrage was concerned, getting Israeli Jews to see Palestinian as human being is insignificant. It is more important to deny that from Jews. The logic behind that outrage is very simple. If you deny one group the right to be human beings, the right to exist, why would you want them to acknowledge the humanity of your own group?

And yes, this proves the naivety in the president's request. Loudly!
But don't let that loudness hush what comes next:
 
       "One of the great ironies of what’s happening in the broader region is that so much of what people are yearning for -- education, entrepreneurship, the ability to start a business without paying a bribe, the ability to connect to the global economy -- those are things that can be found here in Israel. This should be a hub for thriving regional trade, and an engine for opportunity."

There is a message here to the Arab world. A message to that outrage, "You need Israel." Only those familiar with the frustrations involved when trying to improve the standard of living in the Arab world will know that. And there is nothing naïve about that. For obvious reasons Israelis are not familiar with this experience. This is criticism of the Arab world and it is long overdue. It is a call for the Arab world to make an outreach to Israel. And that is new.

Peace requires an effort by both sides. That effort requires a will. Will cannot be imposed, but it can be encouraged. That is the role of the international community. The job of the USA is to make sure the international community remains in that role and not become another battlefield between the two sides. When the USA gives reasons for both sides to want peace, security for Israel, and prosperity for the Arab World, it does both things. Encourages the formation of a will in both sides and maintains the integrity of the international community. Standing beside Israel blocks attempts to score points against Israel in that battlefield. Therefore, the framework in which a peace process can take place is there. But a framework is barely a corner stone. The Israeli applause to the president speech showed that on the Israeli side the will exist. If there is a will on the Arab side, the outrage that came from there hides it well.

This summation does not sound very optimistic, but before that there wasn't even a framework. And in a process that has been a major source of frustrations, even the possibility of hope is a progress worthy of our blessing. The only cloud is the apology to Erdogan. Being a possessor of fascist characteristics he will only use it for his advantage and not for the benefit of the region. The way he and his foreign minister, Davutoglu, have been bragging about this suggests they are planning another Mavi Marmara. And that will only increase the tensions that already exist.

US Israel relationships: the making of the Israeli exclamation mark, part 2; unbalancing outreach with go-between

Given the state of relationships between the United States and the Muslim world during the Bush era, president Obama's outreach is understandable and logical from both the moral and strategic points of view. But as more gestures were made towards the Arab world the more shunned and alienated Israelis felt. It is not hard to understand why it happened; it is basic human psychology. When one is trying to win over one side that is engaged in a conflict, the other party to that conflict will be apprehensive. And the best oratory and charisma are more likely to magnify this rather then contain it. Contrary to the popular belief oratory and charisma have their limits. There are only two persons that are believed to be able to cross boundaries of conflict and mutual suspicion. They are Jesus and the anti Christ, and president Barack Obama is none of them.

In Cairo on June 4 2009, president Obama had the opportunity to put Israel’s case in front of the Muslim world as a part of his outreach. He used the same arguments George Bush Sr. used on September 23rd 1991, when he got the General Assembly of the United Nations to revoke its infamous resolution equating Zionism with racism. Both of them cited the entire Jewish history of persecutions including the holocaust, as a reason for Israel’s existence. George Bush Sr. was talking to the whole world and convinced most of it, except the Muslim world. Barack Obama was talking only to the Muslim world, the result was the same; no one from that part of the world was convinced.

As far as Israelis are concerned, Israel’s right to exist is not based on pity, but on the right of self-determination. But arguing for that right in front of the Muslim world is risking shaking it and destabilizing it, since many Arab and Muslim countries contain separatist movements within their borders. The office of the American presidency has its limits. So while the Cairo speech was an important effort it gained no political capital, not from the Muslim world and not from the Israeli public opinion.

Barack Obama, Cairo speech, June 4th 2009:
America's strong bonds with Israel are well known. This bond is unbreakable. It is based upon cultural and historical ties, and the recognition that the aspiration for a Jewish homeland is rooted in a tragic history that cannot be denied.

Around the world, the Jewish people were persecuted for centuries, and anti-Semitism in Europe culminated in an unprecedented Holocaust. Tomorrow, I will visit Buchenwald, which was part of a network of camps where Jews were enslaved, tortured, shot and gassed to death by the Third Reich. Six million Jews were killed -- more than the entire Jewish population of Israel today. Denying that fact is baseless, it is ignorant, and it is hateful. Threatening Israel with destruction -- or repeating vile stereotypes about Jews -- is deeply wrong, and only serves to evoke in the minds of Israelis this most painful of memories while preventing the peace that the people of this region deserve.
On this background came the Obama's administration new ideas for the peace process. They went as follows, Israel will make gestures to the Palestinians and the Arab countries will repay her by increasing normalization with her. This idea raised more then a few eyebrows in Israel. Why should Israel accept the normalization with other Arab countries in exchange for the concessions it is making to the Palestinians? Shouldn’t the Palestinians offer something in return?

On the Arab side it had a more concrete impact. Usually normalization is something that happens with little to no third party public encouragement. A handful of Arab countries initiate low-key normalization with Israel as a response to progress in the peace process and because of their economic interests. And countries like the United States, or some other European country, do what they can to help. It is always done behind the scenes or with low-key media exposure to avoid pressure from opposition groups and hardline Arab and Islamic countries. By making it a publicly declared US interest the market value of normalization increased. And the Arab states withdrew their product, the normalization that was already taking place, in order to get a better price for it, and the peace process took a step backwards. This forced the United States to invest time and energy in reestablishing the normalization between Israel and the moderate Arab world at the expense of the Israeli-Palestinian track.

Probably in order to put some substance in their overture towards the Muslim world the Americans made their opposition to Israel’s activities in East Jerusalem publicly known, and condemned every Israeli activity there. And they did so even if it meant attacking decisions made by Israel’s supreme court, which meant attacking Israel’s sovereignty. Right or wrong aside, they were introducing a new component to the peace process, micro commenting. They were loudly condemning minor events, the kind of which previous administrations had ignored or made non-confrontational protest against. And this new policy was definitely one sided, because other previously ignored events, such as Hamas motivated rioters throwing stones and bricks from Al Aqsa mosque on Jewish worshipers at the Western Wall, were still been ignored. When Israeli and Jewish representatives asked about this one-sidedness, criticism of the Arab side did come, but it was a part of another one-sided routine. A routine in which Israel was been lambasted publicly, in front of Israeli leaders and representatives and in front of Arab leaders, while the Arab side was been criticized only in front of Israelis or American Jews, with very little media attention. As a result Israelis naturally drifted farther away, but even at the Palestinian side the results were not constructive.

In the long history of Palestinian internal politics there has always been a competition as to who is the toughest guy against Israel. When both Hamas and Fatah have no military options the competition is mostly verbal. Now the Americans became a third competitor in that contest. And since the Palestinian Authority could not afford appearing less patriotic then the Americans, they took the only harder line position they could, and refused to sit in the same room with the Israelis. Thus the peace process went seven years backwards, as it was before the Aqaba summit, when the leaders of both sides where unable to sit together and talk because of Arafat’s brutal and unreliable policies. Fortunately this time it was only in the diplomatic level and without accompanying brutal violence on the ground.

Then came the Ramat Shlomo crisis. That crisis came to be because the American administration claimed Israel offended them when it announced the planning of 1600 new apartments in the Ramat Shlomo neighborhood in East Jerusalem, at the same day Vice-President Joe Biden was visiting. The Americans objection to the Jewish neighborhoods in East Jerusalem is well known. Been offended by a statement made by a zoning committee of the Jerusalem municipality, a low level of authority, is understandable, but to turn it into an international crisis? Over something that is virtual, since the construction is scheduled for two years after that announcement? Won’t such precedent hijack international relationships by statements made by any low-level functionary or politician?

What turned this puzzlement into a credibility gap was the fact that it did not happen in a vacuum. At that same day the Palestinians were naming a square in Ramallah after one of their heroes, a 19 year-old terroris by the name of Dalal Mugrabi. She was a member of a Palestinian commando unit responsible for the worst terrorist attack on Israeli civilians prior to the era of suicide bombings. In that attack her unit, which landed on the Israeli coast north of Tel Aviv, hijacked two buses, took their passengers hostage, fired at passing vehicles and killed 38 civilians, 11 of them children, ages 2 to 17. The first person they murdered, on the beach they landed on, was the American photographer Gail Rubin. The idea that the glorification of this crime, which took place 32 years to the date prior to Vice-President Biden’s visit, was less offensive then 1600 virtual apartments, is problematic. Why would the glorification of a brutal crime that had happen be less offensive then an announcement of a planned housing project that may or may not take place in the future? What happened to the American stand against terrorism?

For this unreliable offense the Americans demanded concessions in the city itself. This demand was backed by another argument that was circulated in the international media and the Israeli media. It claimed that after 43 years the United States could not afford looking the other way on this issue. The problem is that this explanation has no legs to stand on. The reason the United States rarely engaged in a head-on confrontation with Israel over the settlements and East Jerusalem was because with Soviet-backed Arab and Palestinian rejectionism the Americans had no alternative to advance. With both the Cold War and the first Gulf War behind him, Secretary of State James Baker had good reason to believe he had such an alternative, and a confrontation between him and Prime Minister Yitzhak Shamir’s hardline position did occur. This confrontation ended when Shamir lost the 1992 elections. Later, President Clinton and the late Prime Minister Yitzhak Rabin implemented a similar alternative, the Oslo accords. When Arafat literally blow up the peace process that alternative vanished. While it is not clear if under Mahmoud Abbas this alternative had returned, the current security co-operation between Israeli and Palestinian forces makes that possibility probable. However it does not include East Jerusalem, since the Palestinian positions on Jerusalem were never clear. Not during the Oslo years and not now. And the Second Initifada erupted over their rejection of any compromise over the city.

With no indications that the current Palestinian leadership had changed its position over Jerusalem the Americans had no alternative to advance. Yet in the Ramat Shlomo/ Dalal Mughrabi crisis, they did just that, pushed for concessions without a corresponding alternative. Without an alternative to offer the only other alternative the general public in Israel could look at was the past. And that past is violent and traumatic. By forcing one-sided concessions in Jerusalem they have awakened the memories from the time Jerusalem was divided by an unstable border. This was a border that threatened the existence of Israel and Jerusalem was its political epicenter. By erasing that border the Jewish neighborhoods in East Jerusalem represent a political and psychological rejection and prevention of that past, as well as an expression of a national consensus that sees the unification of the city as a fundamental national right.

The glorification of terrorists like Dalal Mughrarbi is a part of the incitement that creates terrorism, presenting a crime against humanity as an act of heroic patriotism. The Obama administration eventually did protest against that, but made no international crisis out of it. This discrepancy created the impression that this act of incitement is legit or tolerable in the eyes of the American administration. Thus opening the fresh wounds from the spate of suicide bombings produced by such incitement. Since Dalal Mughrabi and her crime is a part of this crisis, her era echoed as well, the era of Ma’alot, Savoy Hotel, Munich, and other Palestinian terrorist attacks on Israeli civilians during the 1970’s. This administration acted as if it has forgotten that the reason to oppose the settlements is to safeguard and maintain the possibility of a vibrant continuous Palestinian state, and not to reawaken Israel’s collective security traumas. Instead they’ve glued themselves to three of the worse of them.

The most probable reason for that misguided decision-making process is an ill-prepared attempt to combine outreach with the position of the go-between. It is possible that these two different goals can be combined; there is simply not enough information in the historical record to say either way. As far as this experiment goes, the result is a failure. The outreach gave no results, but the position of the go-between, essential to the facilitation of a peace process, was jeopardized. Now they are trying to fix that, though they won’t admit it. They are trying to manage the peace process as much as possible by the book of past experience, but there is no book on how to fix a mismanaged peace process.

Max Blumenthal & Yoav Shamir, cruising for hate in Jerusalem and elsewhere

Max Blumenthal went to Jerusalem in search of hate, a specific kind of hate,
Max came to Jerusalem shopping for racial hatred and followed the booze,
The easy way, not the most reliable way,
When the booze talk, sometimes the heart talks, sometimes stupidity talks.
If people have something strong to say about president Obama Cairo speech on the eve that speech, that usually suggests stupidity.
Stupidity is no excuse, but did anyone even tried to listen or the title and the slurs were enough?
“I’m a tea bag,” said the first one between the slurs and the insults and the alcoholic mist, “President Obama is going to take way my gun”, he said.
Now, what was it? Tea bag? ‘Take away my gun’?
These are all American things, right wing American issues.
He may be Jewish but the anger he expressed has nothing to do with Israel or with anything Jewish, rather with domestic American matters. The ‘tea bags’ is a right wing American movement that opposes president Obama domestic policies. In Israel those issues are mostly unknown, because domestic American issues, such as the gun debate, important though they are, they also have the good fortune of not affecting the world’s oil supply, thus remaining internal for Americans to solve among themselves. So this particular drunk in Jerusalem, expressed anger over concerns other Americans share, though in a more civil and sober manner. Most of them by the way are not Jewish.
Whether his conduct represents all the American right and all the ‘Tea bags’ I don’t know, but did the 9-11 conspiracy fruitcakes represent the entire American left? No they did not, and the things they were saying about their president at the time, were far worse, and without the help of alcohol.
The second star of the clip said that he worked in the Obama campaign, and remembered his grandmother’s tattooed number from Auschwitz.
From the few coherent sentences this young drunk spat, it was clear he felt betrayed by his idol, president Barack Obama, that is an ugly fleeing, but not the racial hatred Max Blumenthal prepped the viewers to expect. If the surrounding political environment were different, no doubt these two drunks would have been at each other throat.
There was a third star on that clip, an ultra orthodox looking American Jew who admitted without the help of alcohol for not voting for Obama and for not liking president Obama. What a shock, someone who did not vote for president Obama.
Max Blumenthal tried to paint the whole Israeli society as racist in its hatred to the US president, by using a few intoxicated non Israeli Americans that had no common theme of complaint among them, other then alcohol and bad language. It was an act of deception that had clearly worked, as all the ugly offshoots on YouTube show.

It may not be useful to cry over spilled milk, except this has a sequel so to speak. Yoav Shamir is a known Israeli documentary filmmaker whose politics are closer to that of Blumenthal’s. In his latest film ‘Defamation’ he went touring the world in search of anti-Semitism in order NOT TO FIND IT. Early in the movie he came upon an incident at a mixed NYC neighborhood where Afro American and ultra orthodox Jewish live together. In that incident an Afro American youth throw a stone at a bus with 3 years old Jewish children inside. Shamir followed that story to the streets of that neighborhood, were he asked 4 randomly encountered young Afro American residents for their version of the story. The 3 men and one woman he interviewed knew nothing about that incident but they knew Jews very well, “Jews always complain”, “Jews always the first to get welfare”, “Jews have a lot of influence”, “the Protocols of the Elders of Zion tells you how Jews control things”. If they were white, even Yoav Shamir would have to agree they are anti-Semites. And they were not drunk, they weren’t stoned, they did not slur, but they had strong coherent yet despicable views on Jews.
So what am I, an Israeli Jew who lives miles away from NYC, should conclude about Afro Americans from that scene?
Should I follow Max Blumental example and generalize, or should I also remind myself that Stephen T. Johns, the guard that was killed at Holocaust museum shooting in Washington DC was also an Afro American?

There is no doubt that racial hatred is a bad and evil thing, when it is there, and alcohol is no defense, nor does stupidity. But when expressed without the help of alcohol, it is far worse. And when someone acts upon it, as Max Blumenthal did, creating a lie, and generalizing it on an entire population in order to agitate between nations, that is far worse.

As for black and Jews relationships, we can all choose which path to take.

We have every right to be afraid of a Palestinian state.

It may be the right solution.
It probably is the right the solution, two states one besides the other, but given history, given the fact of what they did with every territory we handed them, we the Israelis, have every right to be afraid of a Palestinian state.







And there is no need to explain why.
